A federal judge decided that charges of excessive force against two Lane County sheriff’s deputies related to the death of Landon J. Payne in custody in 2020 might go to trial in the ongoing civil rights action.
According to court filings, Payne, 36, died after being detained, shot with a stun gun, and restrained by deputies’ knees on his back outside the jail, even though he said he was having trouble breathing.
