In a significant move to aid storm-affected regions, Governor Kathy Hochul has unveiled a substantial $11 million funding package to support homeowners and municipalities hit hard by recent severe weather.
The emergency relief is aimed at communities in seven counties that faced extensive damage due to tornadoes, thunderstorms, and flooding between July 10 and July 16.
Funding Breakdown and Eligible Areas
The funding will provide up to $5 million for eligible homeowners across Lewis, Madison, Oneida, Chautauqua, Erie, Essex, and Warren Counties.
Homeowners in these areas can apply for emergency repair grants of up to $50,000 to fix damage to their primary residences.
To qualify, homeowners must have incomes at or below 100 percent of the Area Median Income.
The program will be managed by New York State Homes and Community Renewal, ensuring that grants are distributed based on local needs and approved scopes of work.
Additionally, up to $4 million will be allocated to Oneida County and the City of Rome for the demolition of unsafe structures damaged by the storms.
A $2 million grant previously earmarked for the rehabilitation of a site in Rome will now support the demolition and redevelopment efforts there.
Governor Hochul’s Commitment and Local Reactions
Governor Hochul expressed her commitment to helping affected residents and municipalities recover from the severe weather.
“After extreme weather events caused major damage across Upstate New York, we are providing rapid relief for impacted residents and municipalities,” she stated.
Her administration is also urging the federal government to expedite its response to the request for an emergency declaration.

State Senator Joseph Griffo and Assemblymembers, including Marianne Buttenschon and Ken Blankenbush, have also voiced their support, highlighting the critical nature of this funding for storm recovery.
Federal Emergency Declaration Request
On July 20, Governor Hochul requested a federal emergency declaration to enhance response and recovery efforts.
